KUALA LUMPUR: Moving in tandem with the mainstream wave and everchanging times, as well as the increase in commtnity awareness, the Royal Malaysia Police (RMP) Integrity and Compliance Standard Department (ICSD) is more than ready to face the challenges of transformation.
ICSD director Senior Deputy Commissioner Datuk Zubaidah Md Ismall says people are aware of their rights and have high expectations of police standards, accountability and code of conduct.
She says the police are committed to working with the people so that integrity, a value spearheaded by the government in its transformation path, will be successfully implemented.
The establishment of ICSD is a big milestone in achieving the vision of RMP as a leading agency in the creatinga safe, peaceful and prosperous nation.
"ICSD main thrust is divided into two core areas, focusing internally to address public complaints on inefficiency, unsatisfactory services by members of the force, or abuse and misconduct.
"The establishment of ICSD is a commitment by Inspector General of Police Tan Sri Khalid Abu Bakar towards making RMP responsible and accountable to its stakeholders".
Zubaidah added that ICSD was one of the three priorities of Khalid to enhance integrity and compliance among members of the force.
"ICSD Complaints Management Branch has 20 channels for the public to submit their complaints and it does not cover up for anyone and treats al complaints seriously.
"The branch is also the implementer and custodian of the Whistleblower Protection Act 2011 for RMP.
"Where matters can be addressed immediately, it is carried out, but where it has to work with other parties or requires further investigation, it will do what's necessary.
"The department practises a 'no wrong door policy' and all who walk in will be entertained and channelled accordingly.
Zubaidah says they have put in place a reliable and trusted system, but the public must also take the opportunity and make full use the protection and services provided by the
ICSD Complaints Management Branch under the Whistleblower Protection Act.
"On the second thrust, the department's Compliance Branch carries out routine and special inspections on al units nationwide to ensure compliance of all SOPs and regulations.
"All breaches and misconduct are thoroughly investigated and remedia action taken with harsh punitive action, including dismissal of officers and personnel."
She says any allegations of corruption or abuses of power are handed over to the Malaysian Anti-Corruption Commission to ensure an independent investigation.
