Khidmat Mesra: Humanizing the Force Through Friendly Policing
To elevate the quality of service provided to the public, the Royal Malaysia Police (PDRM) introduced the Khidmat Mesra (Friendly Policing) approach. This initiative aligns with the Ministry of Home Affairs' goal to be a "People-Friendly" ministry, ensuring that every interaction is rooted in sincerity and integrity.
Defining the "Mesra" Concept At its core, "Mesra" refers to harmonious interactions driven by honesty and universal human values. For PDRM, it is a mindset and a standard of action applied in daily duties to ensure that the public—as valued customers—experience a professional and empathetic service.
The Three Pillars of Friendly Policing The culture of Khidmat Mesra is practiced across three primary dimensions:
Police and the Public: Enhancing mutual respect and two-way cooperation for national security.
Internal Relations: Strengthening camaraderie and teamwork among colleagues.
Family Life: Promoting harmony within the families of police personnel.
Motto: "Friendly, Fast, and Accurate" To solidify this approach, the motto "Mesra, Cepat dan Betul" (Friendly, Fast, and Accurate) was officially launched on March 25, 1999, during the 192nd Police Day. This motto drives officers to be seen as fair, trustworthy, and compassionate guardians of life and property.
Every PDRM officer wears a commitment badge on their left breast pocket, serving as a constant reminder of their pledge to uphold the values of Khidmat Mesra in every task they perform.
