The Management Department plays a central role in driving and ensuring the overall effectiveness of operations within the Royal Malaysia Police. Over time, the department has undergone significant transformation, particularly in the areas of human capital development and governance, in line with its aspiration to become a dynamic, world-class policing organisation.

To fulfil its functions and responsibilities, the Management Department operates through four core divisions: the Services/Establishment Division, Training Division, Human Resource Policy Division, and Administration Division. Each division focuses on strengthening and managing the development of human resources within PDRM.

Administration Division

The Administration Division is one of the four key divisions under the Management Department and serves as the backbone for all administrative matters. It is led by the Deputy Director of Management (Administration), holding the rank of Deputy Commissioner of Police (DCP), and supported by three Senior Assistant Commissioners (SAC).

Human Resource Policy Division

The Human Resource Policy Division is responsible for conducting research and analysis on PDRM’s human resource policies, planning and managing career development, and developing competency frameworks based on clusters to enhance service delivery efficiency. The division is headed by the Deputy Director of Management (Human Resource Policy), with the rank of Commissioner of Police (CP), supported by a Deputy Commissioner of Police (DCP) and three Senior Assistant Commissioners (SAC).

Services / Establishment Division

The Services/Establishment Division is led by the Deputy Director of Management (Services/Establishment), holding the rank of Deputy Commissioner of Police (DCP), and is supported by three Senior Assistant Commissioners (SAC). This division oversees matters related to service management and personnel establishment within PDRM.

Training Division

The Training Division at Bukit Aman is headed by the Deputy Director of Management (Training), holding the rank of Deputy Commissioner of Police (DCP), and supported by a Senior Assistant Commissioner (SAC). This division coordinates all training programmes and courses for PDRM personnel.

In addition, the division is responsible for reviewing, monitoring, and approving all forms of training to ensure they enhance competency in line with current PDRM policies and strategies. All training programmes conducted by departments, contingents, brigades, and training institutions under PDRM are guided by a Training Needs Analysis (TNA), ensuring that they remain relevant and aligned with current operational requirements.
